I've been having this issue since the update as well. Was working fine until it expired.

NOTE! We are working two issues that will be fixed in the next day or so. The Mac version for some versions of Maya has expired.
There was an issue with the PC Maya 2016 version. Stand by for both of those issues.

We now have a Maya 2016 Extension 2 version of AnimSchool Picker for PC. Mac and Linux coming soon.

I can't reproduce your problem.
Looking at that error message, it's possible your command isn't quite right. It should be something like this (using your path):

loadPlugin -qt "C:/Users/YOURNAME/Documents/AnimSchoolPicker/AnimSchoolPickerPC/2016_64bit/AnimschoolPicker.mll";
AnimSchoolPicker();
